How to transfer car ownership online?
Several steps are involved in successfully transferring car ownership, especially if you want to buy/sell a used car. The steps are as follows:
Settle all payments
Before listing the car for sale, you must clear all outstanding payments. As a seller and owner, you must ensure the vehicle has no summons and fines at the time of selling.
If there are outstanding loans, be sure to settle them, too. If you sell the car halfway through the loan repayment period, ensure the new owner takes over the loan. There has to be a proper handover to avoid problems in the future.
Puspakom inspection
Next, the old or new owner must bring the vehicle for a Transfer of Ownership Inspection at Puspakom. Ensure the car is in good condition for the inspection to go smoothly.
Book an appointment with Puspakom in advance before going for the inspection. You can do so online by visiting their official website. There will be an RM30 charge for the inspection, and you need to bring the original copy of the Vehicle Registration Card or the Vehicle Ownership Certificate (VOC).
Change vehicle title online
You can transfer or change the vehicle’s ownership title online. The Road Transport Department (JPJ) allows people to do it online without visiting their physical counters.
The process is quite simple. First, you need to register for a mySIKAP account to get started. If you already have a mySIKAP account, you can follow the steps below depending on whether you are an existing owner or the new one. Take note that currently, mySIKAP can only be accessed in the Malay language.
Existing owner
- Log in to the mySIKAP portal
- Click on the ‘Kenderaan’ tab
- Select ‘Permohonan Pertukaran Hak Milik Kenderaan (Pemilik Berdaftar)’ from the Transaksi/Tindakan drop-down menu.
- Click ‘Ok’ and input the vehicle registration number
- Click on the ‘Teruskan’ button
- Enter the IC number and email address of the new owner
- Click on the ‘Seterusnya’ button
- Print and keep the receipt for reference
New owner
- Log in to the mySIKAP portal
- Click on the ‘Kenderaan’ tab
- Select ‘Permohonan Pertukaran Hak Milik Kenderaan (Pemilik Baharu)’ from the Transaksi/Tindakan drop-down menu.
- Click ‘Ok’ and input the vehicle registration number
- Click on the ‘Teruskan’ button
- On the vehicle declaration page, select ‘Semenanjung’ and then click ‘Setuju.’
- Confirm the details and click ‘Teruskan.’
- Print the receipt from the system and bring it to any JPJ office for the next step.
