Is car insurance compulsory in Malaysia?

Yes. Section 90 of the Road Transport Act 1987 makes it an offence to use a vehicle on a public road without insurance that covers death or injury to other people. Third-party insurance is the minimum required cover.

What Are the Types of Car Insurance in Malaysia?

Motor takaful

Motor Takaful is an alternative to conventional car insurance that follows Shariah principles. It offers the same three main levels of protection:

  • Comprehensive
  • Third-party, fire and theft
  • Third-party

Car insurance add-ons

Comprehensive insurance covers more risks than other policy types, but it does not cover everything. These are some common exclusions:

Flood and storm damage

Flood, storm and landslide damage are usually excluded from standard policies. A Special Perils add-on can provide protection, but it may not be available once bad weather is forecast.

Windscreen damage

A cracked windscreen may not be covered by your basic policy. Windscreen cover can help pay for repair or replacement and may protect your No Claim Discount (NCD).

Your own injuries and your passengers' claims

Comprehensive insurance generally does not cover your own injuries or passenger liability. You may need Personal Accident cover and Legal Liability to Passengers cover.

What car insurance add-ons cannot cover

Add-ons generally do not cover wear and tear, rust, or mechanical and electronic breakdown. Claims may also be excluded for unauthorised drivers, drink or drug driving, or using the car outside the policy terms.

The add-on many drivers should consider

Special perils cover may be worth considering, especially if you live in a flood-prone area. For example, the Zurich Z-Driver PDS gives an example price of RM100 a year for a RM50,000 sum insured. Your price will depend on the insurer, vehicle and policy.

What affects car insurance costs in Malaysia?

Car insurance premiums vary by vehicle, driver and coverage. Since motor insurance pricing was liberalised on 1 July 2016, insurers can assess risk and set different premiums, so the same car may receive different quotes.

What sets your car insurance premium

Sum insured

Your premium depends partly on your car's insured value, which is generally based on its market value. See sum insured and market value vs agreed value.

Add-ons and charges

Optional add-ons increase the premium, followed by 8% service tax and RM10 stamp duty.

Risk profile

Your age, claims history, vehicle age, location and vehicle usage can affect the premium.

Engine capacity

Larger engines generally cost more to insure.

No Claim Discount (NCD)

You can receive up to 55% off, making this one of the biggest factors you can control.

NCD: the No Claim Discount on your car insurance

The No Claim Discount (NCD) reduces your private-car premium for each claim-free year. It is linked to the policyholder and vehicle, and may be transferred to another vehicle under the insurer's rules. PIAM explain the NCD schedule for private cars accumulates as follows:

What a car insurance claim really costs

For example, on a RM1,500 premium, a 55% NCD is worth RM825. If a claim resets your NCD, you may pay more in future premiums while rebuilding the discount. For a RM600 dent, compare the repair cost with the potential loss of your NCD before claiming.

Claims that may not affect your NCD

Some claims may not affect your NCD, depending on the policy terms:

  • A claim against another driver where you were not at fault and the relevant conditions are met
  • A glass-only claim made under a windscreen add-on
  • A claim covered by an NCD protection or relief benefit

Checking and transferring your NCD

Can I Get Car Insurance for a Used Car, Total Loss or NCD Transfer?

Some car insurance cases need manual checks, including ownership transfers, new cars without a plate number, total-loss vehicles, NCD transfers and vehicle-class changes.

Can I insure a used car before ownership transfer is complete?

We can arrange car insurance whether or not the JPJ ownership transfer is done. Getting the policy into the registered owner's name matters, because a mismatch can be questioned at claim time.

Can I insure a new car before it has a number plate?

We issue a cover note before the car is registered. Use that cover note to register the vehicle with JPJ, then send us the grant and we update it with your new registration number.

Can I renew road tax if my current car insurance is still active?

You do not have to buy a new policy. We extend the existing cover by endorsement so the dates line up and JPJ will issue your road tax.

Can I get cover after a total loss or BER?

Our team handles this manually on a cover note, so you are not left without car insurance while things are settled.

Can I transfer NCD from another vehicle?

We transfer it manually. Remember that NCD can only sit on one vehicle at a time and cannot move between owners.

Can I transfer NCD between vehicle classes?

Class changes are done by hand. Once payment goes through, our admin team activates the cover note with the correct NCD for the new class.

How to claim on your car insurance

At the scene

    Exchange details such as contact, licence and insurance information. Avoid admitting fault.

Making the car insurance claim

    Make a police report promptly and follow your policy's reporting requirements.

Do not start a flooded car. Starting the engine can cause further damage. Have the vehicle inspected and towed safely.

If something goes wrong

If your car insurance claim is rejected

Ask the insurer for the reason in writing and use its complaints process first. If unresolved, you can contact FMOS for eligible disputes or Bank Negara Malaysia through BNMLINK and refer to its consumer guidance.

If your insurer fails

Eligible motor policies may be protected by PIDM's Insurance and Takaful Benefits Protection System, subject to its terms, limits and exclusions. Check your policy for coverage.
